Executive Management

Douglas L. Hartmann

President / CEO
Mr. Hartmann is a results-oriented, Corporate Executive with over 25 years of professional leadership, technical vision, and business management expertise in executive and engineering capacities. His demonstrated accomplishments in strategic management, organizational development, new business development, and productivity improvement are aimed at corporate success and customer satisfaction. Mr. Hartmann has directed the engineering and business operations activities of functional and matrix organizations while managing programs exceeding $120 million for such companies as Scitor, ManTech International, Lockheed Martin, Siemens and the United States Air Force. Mr. Hartmann’s leadership and community business influence was demonstrated when he was named one of Colorado’s most influential business leaders by The Denver Business Journal at the “Outstanding forty under 40” business leaders ceremony in 2001.

Mr. Hartmann spent nine years in the USAF with the McDonnell Douglas F-15 Eagle program. After departing from the USAF in 1989, he went to work as a Robotic technician/supervisor with the Robotics Engineering Department at Siemens Automotive in Newport News, VA. He left Siemens, to pursue a career in the Intelligence Community as a Systems Engineering Technical Advisor (SETA) on classified government programs. Mr. Hartmann has held key engineering and management assignments with Loral Aerospace (formerly Ford Aerospace), ManTech Advanced Systems International (MASI), Lockheed Martin and Scitor before becoming the President and CEO of Paragon Dynamics, Inc. in 1997.

Ted Batch

Executive Vice President / Chief Operations Officer
Mr. Batch has 25 plus years of experience in the satellite communications and information technology arena as a design engineer, systems engineer, project manager and corporate executive. His experience includes program management for satellite ground system operations and maintenance on U.S. government programs exceeding $100M. He has performed as an advisor to the federal government on matters of national security, and has broad technical experience in both the commercial and defense sectors.

Mr. Batch provides direct engineering guidance for satellite system end-to-end concepts embodied in the ground processing of classified government and Fortune 100 Contractor development and integration activities. Ted coordinates development, integration and business operations of satellite systems into DOD Mission Ground Stations. He directs technical and contractor operations of a multibillion-dollar collection and reporting system while ensuring continuity between government and contractor representatives.

Ted has converted complex ground system specifications, ground station requirements and joint system interfaces into sequenced, detailed specifications to ensure completion and acceptance during Formal Qualification Review of new system acquisition activities. Additionally, Ted provided technical leadership and engineering direction to government sponsors and associate contractors, expanding acquisition team focus and purpose in support of complex system acquisition activities. Authored and reviewed Operational Concept documents, operational scenarios, Technical A and B0 Spec documents, and test and evaluation plans.

Prior to joining Paragon Dynamics, Inc. in 1998, Ted held key engineering positions with such companies as The Scitor Corporation, Hughes Aircraft Company, and the United States Navy. Ted is a retired Navy Chief who directed and supervised engineering staff to facilitate system repairs primarily in submarine and C4I systems environments.

Mr. Batch is a graduate from the University of Colorado where he earned a Bachelor of Science Degree in Electrical Engineering. In addition to an Electrical Engineering Degree, Ted recently completed his Masters of Business Administration from the University of Phoenix. Mr. Batch is also the recipient of several military and industry awards of distinction.

Ted’s professional goals stem from his direct interaction with employees and customers to impart his engineering expertise and business experiences as a leader helping others. Ted’s personal goals are centered on his involvement as a family member, business leader and community representative. Ted enjoys, hiking, weightlifting, and reading. Ted is married and has three children.
